Bug#645594: flite_time says wrong time at xx:x4 and xx:x9

at 4, 9, 14, 19 ... 54, 59 minutes past each hour, flite_time generates the
wrong text, which it then goes on to say. For example:
nb016161# flite_time 12:04
The time is now, exactly five past twelve, in the afternoon.
nb016161# flite_time 12:09
The time is now, exactly ten past twelve, in the afternoon.
nb016161# flite_time 12:54
The time is now, exactly five to one, in the afternoon.
nb016161# flite_time 12:59
The time is now, exactly one, in the afternoon.
