Via aptitude, type:
# aptitude show brltty
or via dpkg:
# dpkg -l | grep brltty
To find out whether BRLTTY is running, run
# pgrep brltty
It should give you the process ID, if it's running.
If you're not sure, post the output of the second command to the list.
