Actually, no. the libatk-adaptor package depends on atk. The atk module should be part of gtk 2.0 as well as gtk 3.0.
At least that's what I understand from reading and looking at package descriptions.
the libatk-adaptor package is only needed to get atk events to at-spi 2.0.
