I don't know what Orca does, but as I am currently developing a little
something that uses a11y APIs to access text within applications, I
can tell you epiphany and yelp are as accessible as iceweasel from my
point of view (using my tool and accerciser). Some occasional things
don't work properly, such as getOffsetAtPoint(), but AFAICT, most of
what is needed to be displayed on a screen reader is gettable through
the at-spi APIs. All that is with packages from current unstable.
