Since you were using the serial port, you shouldn't be effected by Bug#516091.
As you indicated in another mail, /etc/rcS.d/S25brltty is also present, right?
Where does it point to, i.e. what does "readlink /etc/rcS.d/S25brltty" say?

To debug this, we need to get to the output BRLTTY possibly generates
when it starts first but fails.  There are basically two ways to do this:
1. When you boot your machine and manually started BRLTTY, open the file
   /var/log/syslog and scroll back to the point where your system booted.
   Then search for any messages from BRLTTY, is there some error message in
   there?

2. Alternatively, you can edit /etc/default/bootlogd and set the variable
   BOOTLOGD_ENABLE=Yes.  Then, reboot and after the bootup inspect the file
   /var/log/boot.  Is there any error message from BRLTTY during boot in there?

Additionally, on what type of machine did you install?  Is the serial
port a native serial port, or a USB-to-serial adaptor?  What device specifier
did you use, and what is the setting of braille-device in your
/etc/brltty.conf?
