I built a new version of flite from a new upstream version 1.3
This version closes 2 bugs:
- #428168 ITA: flite -- A small run-time speech synthesis engine
- #350484 Please package new upstream version 1.3
#443554 and #484051 are in my todo list but I need help to solve it for
the moment. So, they will be fixed on next version (I hope at least).

Description : A small run-time speech synthesis engine
============
Flite is a small fast run-time speech synthesis engine. It is the
latest addition to the suite of free software synthesis tools including
University of Edinburgh's Festival Speech Synthesis System and Carnegie
Mellon University's FestVox project, tools, scripts and documentation
for building synthetic voices. However, flite itself does not require
either of these systems to run.
