Both are correct. The 68851 external MMU will do just fine.

No. If there is no MMU, then there can be no relocation, no paging, no
swapping, and no Debian. You might be able to get away with the
"m68knommu" port of the Linux kernel and some userland utilities which
you then have to compile yourself, but what you can do will be a lot
more limited.
