Probably :-)
In principle, all software available for Debian is compiled for all
architectures, including m68k, and including irc servers.
There are of course exceptions, i.e. in the case where a given
application does not compile on a given architecture (due to bugs in the
application, or due to embedded assembly language); but in general,
everything is available everywhere.
