try whether ping -s shows the same behaviour.

20 or 19, ethernet will xmit at least 64 so I don't see how the problem
can be at the ethernet level.

use linux-m68k mailing list for such questions. You can crosscompile
the kernel and put printk's into every interesting place to get some
idea what is happening.
