No. What's possible with versions 16 and later of the booter is to
configure
the booter as an INIT application, running before most of the rest of
MacOS.

No, it's probably never going to happen. The kernel needs some information 
about the machine (video base address, video resolution, Gestalt ID,
processor
type, FPU type, fairly low level stuff) in order to boot. This information
is 
passed to the kernel by the booter, which can figure it out by asking the 
MacOS. 

MacOS 7.5.x was recently put in the public domain, look for it on the
Apple 
FTP site.
