symlink errors

I've noticed this lately, when installing library packages especially,
I get this error message:

error setting ownership of symlink `lib/libss.so.2': No such file or directory

or similar. The error is that the symlink is stored before the file it
links to, in the .deb file, so that when unpacking, it tries to make
the symlink to a non-existant file. It's easy to install it anyway, by
first touch the library and reinstall, but it's irritating. Can it be
controlled when the package is made, that they are in correct order?
