well, here is the dir file not encoded:

looking at that node, which is (dir)Top.
File: dir Node: Top This is the top of the INFO tree
This (the Directory node) gives a menu of major topics. Typing "d"
returns here, "q" exits, "?" lists all INFO commands, "h" gives a
primer for first-timers, "mTexinfo<Return>" visits Texinfo topic,
etc.
Or click mouse button 2 on a menu item or cross reference to select
it.

well, but install-info has it's own thoughts about the
structure of a dir file. it's better to use this one.
local info files should go to /usr/local/info, the dir file
there might be in any format you like.
