Hey, another thought i get yesterday. Normally all pepole handling with food for other people need a "Gesundsheitszeugnis"- maybe that is problem for the youth hostel - it is quite easy to get one (i think ~50€, one day about telling does and don'ts with food). So we can say, that there is a person that "runs" the wine&cheese.
