FWIW, I don't think the overall budget is very useful to SPI sinceweI don't know which expenses are submitted to SPI and which to other TOs.

I think what I'll do is: if a request comes from a member of the DebConf team, we'll process it.  If it comes from someone else, we can approval from DebConf team.

Does that sound ok or do you prefer another process.
