To me: nothing. I thought there were complaints regarding hygiene at
DC14, but maybe those were singular cases.

There is certainly no problem with the water, just with the fact
that people wash their hands their after going to the toilet.
I personally have no problem drinking that water or refilling my
bottle there.

This *and* the refilling-to-the-top problem can be resolved by fitting a higher tap, like this - http://www.ikea.com/gb/en/catalog/products/10129682/
