Sponsored accomodation is open to everyone and will be awarded
according to individual assessment, so I think you should encourage
all students to apply accordingly, and if their (potential)

I do not think we should categorically sponsor room & board for
a certain class of attendees, even if they can be somewhat
associated with a sponsor — that would need to be part of the
sponsoring package. In general, we should avoid doing any sort of
special treatment.

I think that's a decision for the bursaries team to make, once it's been
constituted.

IIRC google money for GSoC was a separate fund (outside the DebConf sponsorship), completely outside Debian and DebConf (see it as employer payment for a conference). The only exception we made was to look again for food and accommodation sponsorship (because GSoC fund was created after sponsorship deadline)

BTW also Debian gave us in past a special fund for "newbies". For DC13 we applied too late for such fund.

But both funds/sponsorships were handled outside DebConf.
