IIRC google money for GSoC was a separate fund (outside the DebConf 
sponsorship), completely outside Debian and DebConf (see it as employer 
payment for a conference). The only exception we made was to look again 
for food and accommodation sponsorship (because GSoC fund was created 
after sponsorship deadline)

BTW also Debian gave us in past a special fund for "newbies". For DC13 
we applied too late for such fund.

But both funds/sponsorships were handled outside DebConf.
