No, because the "to" here isn't the one that marks infinitives; it's
part of the "phrasal verb" "contribute to".  You could rephrase the
sentence as follows:

| Having dedicated equipment for the DebConf video team has had two
| benefits:
| 1) it has reduced something (that is, setup time);
| 2) it has contributed to something (that is, the process of
|	increasing the quality of the recordings).
