That 150% `safe' amount seems to co-incide with the RMLL 2012 figure of
90k CHF.  It's interesting how you came up with this level independently.

Unlike Le Camp, we haven't had any negotiation yet and that 20k could
come down to 15k or 10k subject to which rooms we really want, etc.

At this 150% level, it would suggest:

   Le Camp: no DebCamp, 150 people at DebConf
              50 person DebCamp, 100 people at DebConf

   Interlaken: 50 person DebCamp, 175 at DebConf

However, as Le Camp insists on having a two week contract, it appears to
be a tricky situation.

If it is Le Camp, just how would the 50-70 people not getting
sponsorship be `selected'?  Is there a core group of people who must be
sponsored and the rest are optional, or do we value everybody who
contributes to Debian and make it a high priority to try and sponsor as
many as possible?

That is 180k CHF - double the 90k CHF raised by RMLL 2012 in Geneva (and
they had a massive subsidy from the official sources too)
