[Debconf-team] howto deal with debian/debconf money at ffis (and spi)



Hi,

so we had a long thread how to deal with DebConf/Debian money handled at ffis 
e.V., whether we make it a Debian account with DebConf people access rights, 
or a DebConf one with Debian people having access rights.

So here is what I propose, which is actually what Richard proposed:

<darst> I personally think we should spawn a DebConfN ffis account each year, 
and re-merge it with debian after that year's books close
<darst> because that makes it easy to reconcile that balance with the ledger
<darst> and makes us spend within our means unless we ask
<darst> and not do the DC10 SPI thing where we spend way more out of debian's 
accounts than anyone expects
<darst> if you can convice zack of that scheme, I will be most happy and do 
the money management this year... and I think have a higher than normal 
chance of doing it right

this went on:

<h01ger> zack said he'll be fine with whatever we choose (within constraints 
and what you just wrote is fine) so i would say we shall go with this plan 
and gladly accept your offer
<h01ger> to finalize this, i'd send a short mail to the list, quoting this and 
make it a deal
<h01ger> (pending approval/acceptance from ffis as well, but they also said we 
should decide how we want it, they're happy to implement it)

<moray> while I think the money should be considered "Debian's" at all times, 
I agree that a separate account for the period might work well given how FFIS 
functions
<moray> and, as you say, to avoid the overspending scenario without requiring 
people to do extra manual checks on that

Stefano, as DPL, is fine with this too. He said to me in private (with 
permission to quote):

<zack> either you close down debconf earmark, move all money to debian 
earmark, and do external accounting
<zack> or you give dpl + auditor access to the debconf earmark and we decide 
that each year after debconf we move the money to debian
<zack> you choose


So, I think we should do this: ask ffis e.V. if they are willing to spawn a 
DebConfX account each year, then we give the DPL and the Debian auditor 
direct access to that ffis account too and then close this account at 
the "end of the DebConf year" (whenever that is) and transfer the money to 
the Debian account (at ffis or SPI). And I would actually also like to do the 
same with a DebConf account at SPI - is that possible?

If there are no objections to this I plan to ask ffis to implemnt this in 
seven days, likewise with SPI.
