Each year there is a competitive bid process to decide where the main
DebConf is held.  The deadline for DebConf13 bids will be in December,
so it may be unrealistic to think about creating a DebConf13 bid in
time now, if it hasn't been started yet.

You can also look at organising a MiniDebConf in your country.  These
usually receive less support from the global DebConf team, but the
processes (of getting Debian agreement, and of organising the event)
are much simpler.
