I missed this year a form in pentabarf asking what you do in Debian when you
ask for sponsored accommodation & food. Usual contributors won't have any
problem filing this and it should be compulsory if you are asking for
travel sponsorship...

I agree on this. But see wouter's mail further in this thread about
people paying and wanting to stay with the rest of the Debian folks. 
This point is also valid in the case of people who will attend with 
their partner and they ask for sponsored lodging while paying for 
the partner.

I would do this making professional attendee with a X amount that would
stay in the student's residence then adding an extra if:

-they are staying in the hotel (shared room)
-they are staying in the hotel in a single room.
