First, check for overlap: people arriving late and leaving early will allow some people to share the same food/sleeping "slots" as they are not here at the same time. I noticed in Marga's room allocation list (http://www.marga.com.ar/~marga/debconf-rooms-2.html) that there is at least some possibilities to optimize like this. Next I would suggest the following: Food: Give food vouchers, one per day of stay, to the people who are eligible. Give them all at once when people arrive and do their check-in procedures. People can then give away those to others if they're not hungry. Arrange with the catering to provide food for regular money, so those who have no vouchers can still buy food at the same place. Sleeping: Arrange with some nearby hotel to have a number of rooms available, perhaps slightly discounted. People who are not eligible for costless sleep (sheesh...) can buy it from the hotel, or find another place on their own.
