Only to… well, park. Not to sleep, the venue won’t tolerate it.

If you want to sleep in your vehicle, that’s fine in most public parking spots if you do not camp (i.e. if your vehicle is closed and you don’t put a table and a parasol outside).
Some places explicitly forbid it, but by default it’s okay.

Thanks - that was the info I was looking for. Permission to camp on site would have been nice, but clearly there are sufficient other possibilities.
You’d better go to a campsite to have access to electricity and water. It’s possible at the secondary place with the mobile homes, but it ain’t cheap https://www.campingdugoulet.fr/en/locations-camping/#rates (we can’t do the booking for you).

Cheers for the info (and Gunnar), but that looks like exactly the sort
of camping we try very hard to avoid (swimming pools, hordes of
children, massive vans, people). A field, a tap, and toilets,
preferably composting, is more our style. Wifi is a bonus :-)
Sadly the nearest one of those I can find online is a very long way away.

Mapillary shows plenty of carparks and industrial-estate style roads but I don't know how tightly controlled they are. It is France, so possibly not very :-)

It depends, I’m not really sure what you’re asking there

I was just wondering who owned which car park and whether general parking for debconf was permitted. Is it lots of different orgs/buildings with their own carparks or one massive campus with the same rules everywhere? But I think you've told me what the rules are so that question is moot.
