There is now http://ksp-debconf.snow-crash.org/, with
 gpg --keyserver hkp://ksp-debconf.snow-crash.org --send "keyid"

Please update https://people.debian.org/~anibal/ksp-dc15/ksp-dc15.html
accordingly.

You can just merge the manually submitted keys with those prior to
making the final list.
