cdrecord and BD-RE: writes at average 1x instead of 2x

Linux 2.4.33, cdrecord 2.01.01a38, burner and media details at the end.
PC is P4 2.4GHz, 1GB RAM doing nothing but burning test.

Burner can write BD-RE at 2x CLV
Media is 1x-2x (I'm waiting for new/different brand media in a few days)
I understand BD-RE 1x = 4.5MB  (1x Blu-ray being about 3 times 1x DVD, or at
least Wikipedia says DVD 1x = 1.35MB/s, Blu-ray 1x = 4.5MB/s, decimal MBs).

I formatted the BD-RE using dvd+rw-format, then I used cdrecord to write
using the following options:
	-data padsize=512s -v driveropts=burnfree -sao
ISO image is on disk (no piping from mkisofs)

I saw that during the writes the cdrecord speed indicator was switching
continuously every fraction of a second between 0.7x and 2.2x.

Using generic SCSI-3/mmc-3 BD-RE driver (mmc_bdre).

cdrecord: fifo had 69571 puts and 69571 gets.
cdrecord: fifo was 0 times empty and 16265 times full, min fill was 54%.

4212 MB / 1000 secs = about 4.2MB/s about Blu-ray 1x.

Is there a reason why I don't get 2x?
I get the same 1x average write speed even with
	Min drive buffer fill was 51%
	Min drive buffer fill was 48%

I was hoping to get a speed higher that DVD 4x.

Just now I read http://fy.chalmers.se/~appro/linux/DVD+RW/Blu-ray/
=====
defect management is defined for both BD-RE, rewritable media, and BD-R,
write-once media. No, the latter part of the last sentence is not a joke, it
is defined even for BD-R. Defect management comes with a performance
penalty: most units will typically record at about 1/2 of the advertised
media speed.
=====

Since I already verify the copy by comparing the on disk and on DVD/BD
md5sums, is there a way to disable this feature (if the 2x -> 1x is caused
by this and if cdrecord too enables the feature)?

btw, growisofs goes at 1x too
