Bug#905530: /usr/bin/apt-key: apt-key features are unusable without dirmngr

When I installed Debian (using the network installer), I wanted to get 
better icons but when I needed to use 'apt-key' to get the key
it would give an error stating that /usr/bin/dirmngr was missing. 

I knew how to get it, but it should have either came pre-installed or
have the command output that it needs dirmngr for a feature.
