Bug#817999: apt: fix message in spanish localization

Dear Maintainer,

Line "[package] can not be marked as it is not installed." was incorrectly translated as "[package] no se puede marcar como no instalado.\n", which means "[package] can not be marked as not installed.", which may confuse users thinking they're somehow installing packages.

This bug has been filed from an Ubuntu setup, but it does affect latest apt from Debian sid (1.2.6) as well.
