It would be fine if `apt-get --print-uris install <package>' could
work either the package file is in the cache, or maybe the cache could
be ignored with a option.

You can add -o Dir::cache::archives=/dev/null to the call and the
download cache for deb files is ignored (as you might have guest, you
can set a different cache directory with this option).

So, I think this bugreport can be closed as done.

btw: There is also 'apt-get download' now which might do what you need
to depending on what the goal was.
