Do you have bzip2 installed?

Current squeeze/wheezy/sid versions need it to uncompress the
Translation files (as they are only available as bz2 compressed files).

In experimental i implemented a few days ago usage of libbz2 so APT
doesn't need bzip2 anymore for this (dpkg depends on this library).

So, is it maybe that simple?

For the record: The version currently in experimental is planed for upload
to unstable really really soon now and is planed to end up in wheezy.
