Bug#57091: Patch should work

The patch posted to this bug report looks like it should work -- it does
about the same thing that my hacked-up pkgAcqFile replacement does, but with
a default argument for backwards compatibility.

Incidentally, the other place where I have to override libapt's routines is
when I *want* to download a package to the cwd: I took pkgAcqArchive's
constructor and jammed in a "directory" parameter (indicating the destination
directory).
