Yes.  In fact there have been many discussions about this on
Debian-devel at the time that I released my UI spec.  I'd have to go
back over my message logs.

I wanted to do it such that if a package didn't appear anywhere in any
archive in your source list that it was marked obsolete (just for the
current session).  That doesn't mean that it's deleted or the suggestion
is even made that it's removed.  It's just marked obsolete.

This mechanism was met with a lot of friction.  Most people would prefer
a more hands on approach.  Either a new header "Obsoleted by:
<packagename>" or a file on the debian archive (a bit like Packages.gz)
that lists all obsolete packages currently in the archive.  Personally I
think both of these later two mechanisms could coexist quite nicely
together.
