Bug#600280: XKBOPTIONS="compose:rwin" doesn't propagate to X

I digged a little bit, and found that maybe the problem is the same as
#590534, and linked to https://bugzilla.gnome.org/show_bug.cgi?id=613681
Knowing if the bug appears only while using gdm3 would help.
Anyway, don't you think that the bug is a real one even if not belonging
to xserver-xorg-input-keyboard, and that Maik who reported it (in
keyboard-configuration package) was let without answer and without hope ?
