That's probably because nobody reported the problem to the metacity
maintainers yet, or because it wouldn't help for a backwards
incompatible change anyway.

You could download an older version manually, unpack it with dpkg-deb
and make gtk-window-decorator pick it up with LD_LIBRARY_PATH (verify
with ldd).
