Bug#368558: x11proto-gl: debian/copyright does not contain actual licenses

The copyright file contains a copy of the license notices from the top of the
header files. So far so good. HOWEVER, those notices do not contain the actual
licenses. They merely refer to them by reference:
http://oss.sgi.com/projects/FreeB
and
http://www.sgi.com/software/opensource/glx/license.html
Policy requires that an actual verbatim copy of each license be included in the package.
Neither license is in fact included in the package.
(This is also quite dangerous; if those websites ever vanish, we have *no* license.)
The FreeB license is available upstream only in two rather inconvenient formats:
Postscript and Microsoft Word. Nevertheless, including the Postscript version is
far better than the current situation.
Unfortunately, it is not entirely clear that we actually have permission to
redistribute the text of the FreeB license. Does anyone have a contact
at SGI?
This bug is independent from the bug regarding the freeness of these licenses.
