Well, be assured that there would already be bug reports about this issue
if all German people were affected ;)
It seems that your /etc/X11/xkb directory is screwed up, in particular
/etc/X11/xkb/symbols/pc/pc is missing.
You can try the following commands to fix it:
  # rm -rf /etc/X11/xkb
  # apt-get install --reinstall xlibs
  # dpkg -i --force-confmiss /var/cache/apt/archives/xlibs*_all.deb
  # apt-get install --reinstall xbase-clients
and restart your X server.
