Well, I'm using KDE from unstable with XFree86 4.3.0-0pre1v3, a
Multi_key and things work correctly (except for a bug in zsh which does
not exist in bash).

I have the "menu" key mapped to Multi_key, so when I type
<Multi_key><'><a> in uxterm with LC_CTYPE set to en_US.UTF-8, I get:

If the above technique works for other people, then the only problem is
probably an XKB data issue with deadkeys (which means the bug should be
reassigned to xlibs-data).

I don't think an input method is involved.
