A 'dpkg -S' gave no match and thus I guess I created them by my own ages ago.
Perhaps they were part of some older packages and remained on my box because
I added some stuff.

Interestingly enough this UTF-8 issue broke only on one of three boxes, but
I guess I have different /etc/environment and /etc/language settings on
each (not intentionally but historically).
