I'm not sure that's really the example you wanted. The top of that page
says:

"

i.e. is a redirect from HTTP, not HTTPS.

You have made this claim several times now (that the redirect is new),
but you are very much mistaken. The first version of the Apache
configuration for security.debian.org in the configuration management
system used by Debian's sysadmin team dates from July 2009 and
includes:

   RewriteEngine on
   RewriteRule ^/$      http://www.debian.org/security/
