The title on the page is "DDP Developers' Manuals".
DDP is Debian Documentation Project? 
Debian Developers Policy?  
Developers' Documentation Page?
Obviously the page is related to Debian.   

ITs are fond of their argot.  Nevertheless, technical 
writing authorities discourage use of an acronym where 
the meaning is uncertain.  Nothing is lost if the 
title is simply "Developers' Manuals" or "Manuals for Developers".
