Every Debian Developer:
  • is member of the Debian project;
  • is allowed to vote about issues regarding the whole project;
  • can log in on most systems that keep Debian running;
  • has upload permissions for all packages;
  • has access to the debian-private mailing list.

It was once true that every member had upload permissions for all packages, but for some time only packaging applicants need that.

http://www.debian.org/devel/join/index.en.html also needs an update to take this change into account.
