FTR, I share the concerns about PayPal but I acknowledge they are easy
for many people. As long as there other options for donating and we
don't store money in PayPal accounts I would not object to using them
as a donations processor via our TOs.

Brian, could you start the discussion on debian-project about PayPal?
To inform the discussion properly, please include factual information
about these topics and anything else you can think of:
How PayPal fees compare to other methods.
How our TOs treat money from PayPal; do they move it
manually/automatically to other accounts or keep it in PayPal?
How quickly we can be notified if TOs' PayPal accounts are frozen/locked/closed?
