Indeed, Branden Robinson was DPL in 2005, and presumably had the 
authority to make this decision (if a DPL has authority for licensing 
trademarks). The problem is simply, as indicated, that the page presents 
Branden Robinson as the DPL:

> Project Leader.

Branden Robinson is no longer Debian Project Leader.
