From page:

        http://lists.debian.org/completeindex.html

Which says "You may submit bugs against the list archives using the lists.debian.org pseudo-package or contact the maintainer at listarchives@debian.org."; reassigning.

Lists like:

        debian-bugs-closed
        debian-bugs-dist
        debian-bugs-forwarded
        debian-bugs-rc

Contain link (underlined):

You can link to the most recent page in the archives for this list.
                            ================

        E.g. http://lists.debian.org/debian-bugs-closed/recent

All these links return following error.

They also say:

"This mailing list has no archive.
The list either isn't archived at all (on this server), or it can't be archived publically, or it hasn't received any messages to be archived yet."

The fact that a list which isn't archived - and says so on the pages you're complaining about - doesn't have a working "most recent archive" link doesn't seem like a bug. Maybe the link shouldn't appear for non-archived lists, but that's a different issue.

I didn't check other links,

I'd have thought that doing so was exactly the sort of thing to do before submitting a bug report - checking a list that actually has links to archived posts on that page, for instance. YMM, and apparently does, V.

but this may be a problem in all the mailing list pages.

It's not. Try the link on http://lists.debian.org/debian-www/ for instance.
