It does. Precisely which changelog, where, do you believe does not
include the correct changes?
For reference, and which I believe was Aurelien's point:
$ dpkg-query -W tzdata
tzdata 2011n-1
$ zegrep -A11 2011j-1 /usr/share/doc/tzdata/changelog.Debian.gz
tzdata (2011j-1) unstable; urgency=low
[ Aurelien Jarno ]
* New upstream release.
[...]

i.e. 2011j-1 _is_ in the changelog.

You're also replying somewhere where Aurelien quite possibly won't see
your mail - the bug got re-assigned to www.debian.org for the
packages.d.o changelog issue.
