We are all aware of the long standing issue of Debian's website copyright,
which is discussed at length in #388141 (Cc:-ed).

Not forgetting the fact that such bug needs proper fixing (and that it won't be
easy), a recent blog post by Bradley Kuhn [1] made me realize that---in the
interim---we can do a bit better than the status quo in declaring Debian's
website copyright. In particular, we can start by declaring copyright ownership
to "SPI and others" as we all know that there are at least some parts of the
website whose copyright is not owned by SPI. The attached patch does exactly
that (at least for the english part of the website, it will need to be
propagated to other languages).

This change shouldn't get in the way of future resolutions of #388141: if we go
the "assignment" way, we will drop the "and others" part once all the
re-assignments has been done; otherwise the "and others" text might become a
link to the equivalent of a COPYRIGHT file listing contributors.

Needless to say, I agree---both personally and as DPL---with going the "and
others" way for the time being. Let me know if I can help in any other way.

Cheers.
