I find that the following is incomprehensible, and I suspect that it
is outdated, now that bts version tracking is implemented.

| counted.  Bugs with the sid tag will be counted, though.

If this is trying to say what it would make sense to say, then what
happens nowadays is trivial:

  The testing bug count for a package is considered to be the number
  of bugs which apply to the version of that package in testing.

and IMHO isn't even worth saying.

Since #339552 has been fixed in the Developers' Reference some years ago, it's 
not too late to update the website too and close this bug report.
