Bug#515624: marked as done (debian-www: implicit suggestion to use root for 'reportbug')

This means that you claim that the problem has been dealt with.

Bug report if necessary, and/or fix the problem forthwith.

It is suggesting to use reportbug like that :

Which implicitly say 'become root, install and run'
Using root is not mandotary to run reportbug, and I am really not sure it is a good idea to let people think it is the debian way to 
reportbug.
