This page is specific to each mirror of the Debian website :
http://www.debian.org/mirror/webmirror#ref

On (www|www.us|).debian.org that is a page with a meta refresh to the
sponsor.

I don't know on which address you noticed this blank page, but that is
not that critical, and may be due to some refresh function disabled in
your web browser ?
