Please note that debian-www deals with the Debian website, debian-user
is a list suited for support questions like yours.

There is no such 7.0 version, the last release is Debian 4.0r3 'Etch'.

What do you mean by 'could not find an active package manager mirror' ?

If that is a Debian installer, you should have a long list of Debian
mirrors, and if a mirror is not working, you will be prompted to select
a other one.
