[RFC] Change the first paragraph for superseded constitutions

Hi,

	There is something that kind of bothers me for quite
sometime and since I was updating the Portuguese translation
of the Debian Constitutions, I feel that it might be a good
time to ask for some opinions.

	[1]Comparing the constitutions you will notice that
we will have a chain effect for every single update that we
might do to it.

		1.0 talks about 1.1 and 1.2
		1.1 talks about 1.0 and 1.2
		1.2 talks about 1.0, 1.1 and 1.3
		1.3 talks about 1.0, 1.1 and 1.2


	Do you think it would be a bad idea if we use something
like: X.Y ratified <date>. Supersedes K.W ratified <date>. Superseded
by A.B ratified date. The actual constitution is <link>.

	So, I was wondering if there is some WML magic that can gives
us a variable to add the version to all constitutions and we could
stick with the model: "This supersedes X and was superseded by Y, and
btw, here is the most actual constitution".

	I'm not sure if we can do that in the Constitution and how is
the best way to add a "if then else" structure in the WML, I would be
happy to digg on it, do the changes and propose a patch if this is OK
to make such wording.
